Non-governmental organization? How NED can be NGO, If it was founded by U.S.Congress and it's directly financed by Congress. It does not meet basic criteria for being NGO. The NED receives an annual appropriation from the U.S. budget (it is included in the chapter of the Department of State budget destined for the U.S. Agency for International Development-USAID) and is subject to congressional oversight even as a non-governmental organization."2008 Independent Auditors' Report" (PDF). - Similarly the German Marshall fund is financed by government but sees themselves as an classifies as an NGO.
- The concern about NGOs in the political layer is that they are not accountable to anyone but their funders.
